Any recommendations for offshore dev teams experienced in Java and Big Data?

We're looking to work with an offshore team (preferably based in India, but open otherwise) that is particularly knowledgeable in Java as well as Big Data back-end deployment.

Do folks here have teams that they have worked with that they can recommend?

    *Java
    *MongoDB

    *Python (nice to have)
    *Apache Tomcat

Time commitment:
    *Available for at least 30hours per week/developer
    *scrum sessions 3x/week minimum (10 minutes/session)

Process:
    *Scrum methodology
    *1 week sprints with weekly demos
    *Test driven development

I agree with Zhenya and Anton.   If you want high quality work for complex, particularly maths based projects - Eastern EU is where to go.  I too can connect you to some teams in the Baltics.

The eastern EU is stronger in this area than SE asia for a couple of reasons:

1) the old maths education from the Soviet times has continued forward in the eastern EU and thus you have very high quality folks

2) you do NOT have a big presence of development centers from Tata, Google, Microsoft, Apple, Amazon, FB etc.  as a result the best engineers are NOT sucked up into these environments leaving 2nd tier or inexperienced folks running also ran consulting companies

3) The time zone differences are less onerous with eastern EU (10hrs ahead of US West Coast, 7hrs ahead of east coast, vs. 13:30 ahead of West cost for Chennay) - as a result you can have more direct and active engagement in the SCRUM or Agile process.
