Anyone had used both telemarketing (cold calling) and email marketing (cold emailing) for customer acquisition... (for services like web development or similar)

No, because cold emailing is illegal. If you violate CAN-SPAM laws, you put your company at very great risk. And yes, I know there are a lot of fly-by-night companies that send email in violation. Don't be one of them. Get to know the regulations in detail around BOTH telemarketing and email marketing. Be ethical from the start.
Email is a necessary part of business development. A good email automation system will allow you to stay in compliance with spam laws (you just have to respect opt-out requests). As suggested by others, add inbound marketing to your campaigns through a good website. You'll also get a good boost from targeted advertising.
