At what point did you realize you needed to hire new people?

Seams like many people in the Valley get some funding and go on a recruiting fest. Not sure if that is the right move and I am looking to your responses.
A great idea is 1% of the work. Execution is the other 99%. In this course, we’ll teach you how to conduct market analysis, create an MVP and pivot (if needed), launch your business, survey customers, iterate your product/service based on feedback, and gain traction quickly.

A mentor told me once "always be one person short". He meant that you should be hiring when you have demand or development need but not ever be fully staffed because, effectively, you cannot be.  Their will always be things to do; just decide what the critical success factors are and let everything else accumulate.
