A friend of mine is currently in the development stage of a civic tech startup & looking to find great investors that are highly interested in the Civic Tech industry. Any suggestions, referrals would be great?

I would suggest that they connect with the folks at CodeForAmerica.  CFA would be able to point your friend in the right direction.

Does your friend have a teaser document, prospectus or similar information that can be shared without requiring an NDA?

Smart Cities has a lot of overlap with Civic Tech and you will find a band of investors follow this around. Tap in and you'll find them.

Megan May, Civic Tech is the most unique venture ever started by some entrepreneurs. Public servants and policy makers from the healthcare sector and other sectors would be very happy in assisting your friend's venture. This is because they understand civilians more than any other professionals. They have been working with the public for so many years and they know better the ways of generating revenue so that one doesn't go cashless after providing the service.

Good Luck Megan May

As Henry mentioned, CFA is one definite direction. Though not really from a "funding" angle specifically. They have a structured program for entrepreneurs that are going to be serving govt., basically like an accelerator. She could apply for that.

There are also a lot of public/private partnerships of various kinds for funding various initiatives. And a ton of foundation work in this area for the non-profit, social benefit company set.

It's a big, complicated sector. It depends on what she wants to focus on, who the constituency will be, etc. Can you give us more detail? I can probably point you in the right direction.
