Depends on your criteria, what you like, what you're building, for whom, on what platforms, your budget, ability to manage the process, timing, etc. I think it would be ideal for you to find a company that can work with you to turn out a MVP quickly and inexpensively and refine as needed.
For choosing a best Design/Dev firms which represents both a unique opportunity and a unique challenge when a founder is looking in that direction. The opportunity is in development of games, general utility applications, and business applications that reach out to millions of user’s eager to tap into companies’ products and services.
While the challenge is in providing “great” user experience and appropriate value added services for the various platforms. How do you decide that this particular company is the best design/development company? What were they key factors you have considered? Whether their apps or websites were scalable? Robust? How popular? Whether the app is able to create an amazing user experience, user interface and intuitive in nature? I have Goggled it and gone through Quora both of them provided me a different list of companies.
I have done lot of research and analysis on the basis of the results I have found on the internet. I have spoken with lot of consultants, companies, researchers, analysts about this topic. I have set lot of parameters to evaluate company like whether their Website/app has received any awards, apps are listed on top charts in apple or google play store, apps were scalable, apps have simple and intuitive UI & UX, New features or just a clone of already established app, whether app is listed on most popular charts on apple app store. Then finally I prepared list of companies which were top notch. Let me share the list of such companies as follows.

I'm not sure that you are going to get any answer on "who are the 10 best" for something like development companies as you have so many variables. I've seen dev companies that are huge, charge $350 an hour and do absolutely horrible work, while smaller more affordable companies like mine to great user-focused work.

It really depends on what "best" means to you. Each project is different and so are development agencies. I would say you should figure out what your requirements are and start go from there.

Going to chime in here one again to respond to Reano Vitto. I disagree pretty strongly that if one is looking for a dev firm, to find one that does not design. I've been in the industry for 15 years and what I have seen is that every dev team will have to, at some point, make UI/UX decisions, and trusting a dev team that has no expertise in design or good UX is just asking for trouble.
We used to run our firm with devs only and no designer or UX experts, and once we hired these two roles, we became a firm delivering significantly stronger solutions, even when we did not principally have the "design" role on the project. It is always good to have a user-experience-centric energy in the team and I wouldn't trust a dev company that did not.
