Best practices for approaching value add nanotechnology manufacturers re licensing?

I have filed PPA and getting ready to approach list of companies with my value proposition. Is it better to talk to general managers ( business people) or CTOs ( technical)? Any pitfall or what not to say you would like to share?

I would approach the end customer and the decision maker. If CTO is a decision maker, it would help to hear their thoughts..
