I received this in my inbox and a google search indicates it is a scam. Beware. Edit: Upon further searching the scammer is probably not Henri Steenkamp, probably related to the Dr Adrianous Kroene guy. I have seen examples of other identical posts by different people.

I am pleased to tell you I know an accredited angel investor and lender who may be interested in funding your business / project. I am wondering if this would interest you

Thank you for the alert. I received the same email some days ago.
I have just joined and when you see a scammer being able to access you and send an email to you, it is a bit scary. I would suggest all members who join under any category should be screened by cofounder’s lab. It is paramount in providing reliable services to a member. We would still do some due diligence but we would highly appreciate if cofounder lab does the screening.
I also received this email and didn't reply. I contacted the one and only "Adrianus Koene" that exists on LinkedIn. But he is not an angel, doesn't hold a PhD and doesn't know Henri Steenkamp.
It's probably a scam.

@Zac Willis That person set up multiple accounts using the names and headshots from the Team page of the Saratoga Investment website, only they mismatched the headshots and the names. They were sending the exact same message, word for word, from all those accounts, each of them claiming to be the "Chief Investment Officer." All accounts were set up using either Gmail or an email using a slightly different variation of the saratogainvestmentcorp.com domain name.
So yes, if is anybody receives a message claiming to be from somebody from Saratoga Investment, please check first if the profile of the sender has already been suspended, and if it's still active, please report it to us.

Last April 1st I also received the same email, but signed by "Xing Li - Chief Financial Officer".
After checking the existence of Dr. Adrianus Koene on Linkedin, I asked him to confirm the veracity of the email, to which he sent me an email with the copy of his passport:
"I would need to review your business plan and executive summary to understand it better.
Going forward and attach a copy of my good identification herein, treat with utmost confidentiality and do not pass to a third party.
My interest is in good and profitable project that I can invest in and make returns within stipulated and agreed duration.
I am a private and silent investor and would want all my dealing to remain in the background. I am willing to provide funding.
Send in your business plan / executive summary for my review.

In the meantime, I sent a brief presentation to the one who answered:
"At the complete review of your business plan / executive summary, are you required to reconfirm the amount of funds we need to invest in your project?"
