Can anyone recommend a PR consultant, or source for multiple consultants?

Does anyone have a recommendation for how to find PR consultants, or experience with online PR consultant services? I'm looking at ODesk/UpWork, but not sure about the quality of work, of course. I'm also wondering if anyone has experience using the newswire services (PR Web, Business Wire, PR Newswire, Global Newswire) for PR work as well as press releases. Thanks in advance.

I have always gone with industry specific PR firms.  My experience is they know everybody of note in their sector and how to achieve your desired result.  I was promoting a brand or specific product line, though.  I have also used location specific firms for situations like entertainment venues or restaurants.
