Rakesh, before you spend a dime on email marketing lists, you need to understand the CAN-SPAM law. It prohibits the purchase of email addresses and sending of advertisements to ANYONE who has not given you permission. Buying lists is not email marketing, it's spamming, and illegal. And yes, lots of people do it, and they are all losers and lawbreakers. Don't be like that.
Proper email marketing has to do with building your own list by offering something of value that strangers are willing to give you their email address in trade for. Demonstrate relevance and deliver value, and you will build your own high-quality email list that will perform many times better than some illegal list you buy from a shady dealer.

Whether your end goal is ecommerce sales or generating MQLs (marketing qualified leads) for your sales team to engage with, you are much better off developing your own lead generation workflows and building your own list(s).

Be careful.. Very careful. There is no shortage of companies that will sell you contacts in bulk. There are also companies that will clean up email lists for you, removing unusable addresses, etc. There are companies that will help you send as many emails as you want in a way that bypasses many spam controls. But, there are also companies of varying legitimacy that inject canary email addresses into lists to catch non-compliant marketers or simply target inexperienced marketers with racketeering schemes. And depending on how you source and handle personally identifiable information, you might get in trouble with GDPR, the upcoming CCPA, CAN-SPAM, and other regulations.
It would be helpful to understand what you are trying to accomplish. Your question is asking for suggestions on US/UK list providers that can provide you with a bulk list. What exactly are you trying to target? There are several email list management companies that you can buy/rent/lease opt-in emails. If you don’t know much about email marketing I suggest speaking to an email marketing specialist before you even consider a list. I spent several years overseeing email marketing for a market research company. We built our own email platform and worked closely with companies like Return Path for deliverability.

Rakesh, there are a number of ways to generate your own legitimate list of leads. Since you're willing to spend a little bit of money, you can certainly create a couple targeted digital ads to run that take prospects to a landing page where they exchange their email for some downloadable content, or to inquire further about your offering from the landing page. You'll test what works in your ads and landing pages.
I don't know what your product/service is, but you can schedule and advertise a webinar, registration providing you email addresses. You may also be able to work with a partner business that has another product with some synergy, and advertise through them to their list/newsletter/other communication.
My suggestion would be to visit MECLabs, they're a research company that does experiments with digital advertising. They frequently host case studies and webinars demonstrating how digital advertising, landing pages, and those type of things actually work. Most people's expectations of what works and doesn't is different than the reality that MECLabs proves. They're one of my favorite resources. You can probably even hire them to help you fix your digital advertising through a series of experiments, if you want that level of help.
Generally email lists are earned by offering content of value in exchange for permission to email more. Whether that's a blog, your web site, a webinar series, a newsletter, or something else, if you're delivering value, future customers will subscribe to consume that content. While content marketing is not compatible with hard sales, it is building your reputation and credibility so the solutions you offer will appeal to those coming to you for related content.
