I've got a product idea, and i need a CTO (tech partner) to build out.
As i marketer, I understand the market very well, and I can move things pretty fast.
I'm currently in Africa, and that is the market for the product, although I live in NYC.
Would it be OK to get a CTO who is based in Africa or out of Africa, does it really matter?
I believe that to move the product really fast, I'll need to be on the ground in Africa, and I already have access to big buyers, some of them are excited about the idea already.

All things being equal, it matters - but less and less these days. Most of the customers we develop product for have never been to any of our facilities.
However, there are other things that do make a difference. You can find a white paper on our website about how to choose a product development partner. It's worth a read before you hire anyone.

It sure depends. If the CTO's responsibility is purely technical he can be anywhere in the world. For a startup it is important to communicate at ease. A nearby location can help and speaking to somebody directly is a plus, but not a requirement. Not having a CTO and therefore a delay will not help. Make up your mind and set up your items to check with an order.
I partially agree with @Oti Hrm as this also depends on the responsibility of the CTO. After all, Africa is a continent with lots of different cultures. So somebody who is more open could be a better fit.
Hello Johnson, the location of a reliable CTO "shouldn't" affect work delivery. The world is digital now. However, shouldn't is on a quotation for different reasons. Unforeseen or urgent concerns may emerge during product execution. A CTO who is physically available might make a difference at that moment. Again, a reliable CTO who is African has a better chance of creating a friendlier (African) user experience for your product since the end-users are more likely to be African.
i think you have don't make your decision on a rigid principle because its depend 's on factors .So make list of factors in your startups and set a priority over others .Go search and talk everyone's which have qualities u need for startup no matters he belongs to somewhere if he have all priorities factor vs others .
This one way i suggested may be there is another ways exit.
