Whomever you pick, make sure they are great - not good, but great. If you do not know how to do this (which is OK), then find someone who does. Finding great people is a skill no different than knowing how to program.

In the early phases, you should work with a development company. They already have a team, processes, reference designs, collaboration, etc. There are mounds of white papers that explore why this is true - just google and start reading.

Of course, just like people, a lot of them are not going to be good for you - so chose wisely.
