What tools do you currently use to create your website/app MVP without a tech co founder? what are the minimum functionality do you expect from these tools?
Work with a UI designer to first construct the look and feel of your screens (assuming this is a web based application). Assuming you know the functionality you want, this shouldn't be too hard.
After that, you can use no code / low code systems to put together a quick v1 to test your product market fit, do demos, etc. The most popular of these no code / low code systems is Out Systems but there are others (that are cheaper). You'll still need to get a good developer (ideally one who is well versed with these NCLC systems. Try finding one on upwork.

After that, it really depends on exactly what you are trying to build. Out Systems do a free version for 1 developer and a few other restrictions - fine for a prototype but after that it gets a bit expensive for startups.
