Here in Vegas, the Chamber of Commerce allows any member with 2 or more full time employees to buy into their group health insurance. So $500 a year for chamber membership and then health insurance at the rates of a 3000 person company is decent.
Check with your local chambers or business type stuff to see if something similar is available.

We just signed up for health insurance for our 3 employees from Humana
which we got through ADP, who is also doing our payroll processing. There
were many many different options based upon what you wanted your different
copays to be (for office visits, pharmacy...etc) but all in all we got
pretty decent coverage for around $300 per person per month. They were
extremely helpful throughout the entire process, and continue to be. The
same is true with payroll as well - very easy, reasonable and a great
solution. If you want the contact information to help you get set up, I am
more than happy to assist with that.
I would strongly recommend using Trinet if you are in NYC. You can get a
discount through FundedBuy (let Beth know I referred you), and then the
cost of HI + Payroll is far lower than just HI by itself through a direct
source. We just secured venture funding in a seed round and our VC did an
analysis for us and these were the results. The CEOs of their portfolio
companies confirmed this with their own experience. Don\'t let Trinet tell
you they will charges $1000 per month per employee for the first month.
