How do I find email addresses for specific home address - Rob K lives at 123 Main, what's his email?

Would love any help here.   
If I have a list of homeowners (name, address, etc - Rob K 123 Main St, Austin TX) is there a service that can provide email addresses for said homeowner?

I've been working on a project with a similar ask, but couldn't find a service with a hit rate higher than a 10% ... in California.  Most places in the country will be even lower.  We would up working with an automated marketing (Marketo) and sent direct mail postcards with the landing page/personalized URL to get those homeowners to convert.

Voter databases have email addresses for quite a few people, about 30% in one area that I know about.  However, when you buy those records from the county, you are agreeing that the information will only be used for political purposes.  Costs about $95 for Santa Clara County.

Just find a list broker like from the old days of snail mail marketing and they will have what you want..2 to 4 % would be s good hit rate
