There seems to be a growing number of new local "newspapers" which are created in a digital format. Nothing is printed.
What are their business models?
Do they work with volunteers or can they afford to pay employees?

Christian, the business model is the same as printed versions. Advertising supported. Of course if they use syndicated content their costs of acquiring edit are lower than if they had all full time paid employees. If you look at how their sites are designed it takes you into what I call a "wormhole of content" encouraging you to click for more by providing bits and pieces of the story. Each time you click to see the rest of the content another set of ads appears.
