One way to do that is finding a proper market place theme or theme supporting woocommerce and contacting the original developer.

Other option would be popping in to freelance work places like upwork and posting a private job and inviting the WordPress resources with decent rates and job successful rates.

There are local Wordpress meetup groups all over the country. Visit one. The "regulars" usually know who's got the skills for a particular project.

WordCamp conference organizers can be another good resource.  (At a recent WordCamp conference, speaker Cody from modeeffect.com seemed especially knowledgeable and experienced.)

If you're new to WordPress, you should keep in mind that WordPress sites require constant maintenance updates/testing to remain secure, in addition to any content mods you may want to make.  You'll want to find someone who can be a good ongoing partner, not a "done and gone" UpWork coder.

If you are looking for a well-defined, rather finite job then marketplaces like Upwork might be  good place to look for freelancers. If you are looking for a longer-term engagement, then a good option for getting quality work at a lot more affordable price would be to look for a DEDICATED virtual employee.
