How do you know if your business should go directly to the US or Europe instead of launching locally?

I was reading an article about how a number of Israeli companies are going directly to the US and Europe instead of starting out in Israel and expanding. Obviously immensely advantageous to be able to do that, but I don’t think every startup is capable of doing that, nor is it always necessary to succeed. How do you know when conditions are ripe to ditch your local market and head to foreign soil?
