The questions you should ask yourself should be focused around the core activities you have to carry out in order to run your new business. Once you are clear about this one needs to get an estimate of what are the major activities and how long will it take you for one transaction or for the project you have in mind. Based on this, you can go to http://www.onetonline.org/find/ there you get directly the typical occupations who carry out those activities. Based on this, you get the idea. What kind of people you need to hire or to try to get on board for your startup activities. Besides, I would recommend to look at business modeling canvas and their related ideas.

Zero, if you know what you need, have all of the skills you need, and have enough bandwidth to handle them in the initial stages of your business. I ran one all the way to acquisition on my own once, although that was kind of exhausting.

It all depends on your skills and the business' needs. There's no hard and fast number.

zero unless you consider yourself an employee... then the answer is 1. If what you are really after is 'what are the minimum skill sets i need to grow a startup" i would say 2:  you need sales skills and you need product development skills. Nothing else really matters at the earliest stages.

Tough question. It depends on product that you want to create. For a very small mobile startup you can use DIY app creator and do the development and marketing yourself, for a large sophisticated project you'll need to develop a custom high-quality software. Also it worth mentioning that you may not have full-time employees - you can easily outsource product development.
