Given that I'm a non-technical guy, I'll tell you where I've made connections with technical founders to be a potential business-side cofounder:
Business Schools - Depending on cultural fit, the B Schools in the area are a great resource pool. If you want the "original Jared," this is a great place to get individuals with and without startup experience with energy, fresh ideas, and relevant business knowledge.
Angel.co - great because you post jobs (such as cofounder) with details. Potential candidates self select and you are notified.
Weave - it's a cool Tinder (I've never used it) meet's LinkedIn app. I've been on about five or so coffees with likeminded professionals, and I've made great connections with technical and non-tech all stars.
LinkedIn - search for people with relevant experience and cold email them.
Network - If you're funded or have strong VC/Angel connections, they should be able to point you in the right direction and link you up with strong co-founder types.
