I am doing research on how to set up a wifi service for a small community. What are the costs? What are the limitations? What are the liabilities?

I've designed quite a few solutions in a number of different verticals over the years. When you say community, do you mean something like an apartment high-rise, or something more akin to a small neighborhood?

The costs are easy to estimate with a set of parameters for what you want to achieve. Any of the equipment suppliers would be delighted to deliver a price quote if you can tell them the dimensions of the service you want to be able to offer.

The limitations are probably your budget and real estate.

The liabilities are your debt to purchase, install, and maintain the equipment and service, any contract obligations you create, and any regulatory broadcaster requirements if you're offering signal in public space.

As for the economics, there's probably a reason someone else isn't already doing this for your community. It either won't make money today, or there's no guarantee it will continue to make money after some time, as technologies change.
