@Casa, it depends on what you want to achieve as to how to market it. If it's something you want to make money from, then marketing needed to come before building the tool. If you just want to popularize something free, it's different, but adoption again starts with marketing strategy validation before creating your product.
It happens a lot, you're not alone. You can do the work now that you needed before you made your app. And you may find that you need to significantly revise your app after you complete your market fit validation steps. Hopefully you haven't invested too much time and money that needs to be reworked.
The point of starting with marketing is so that you don't run into this exact situation. For detailed steps, look up any resource on the Lean Startup model or search the forums here. This question comes up every week.
It's noteworthy that restaurants stand to benefit from your app via increased return customers, assuming they can serve food the customers love. You might be able to get partnerships with restaurants. Ads on receipts, perhaps? Further, ads or mentions of the app to customers at the right time might make installing and checking it out something they do while waiting for food preparation.
Perhaps you could convince restaurants to give a discount to customers who have marked any dish in anyway from their restaurant in the app?
