My suggestion is that you do your fundamental research first before seeking a business partner. Until you have validated your idea, tested your assumptions, and determined an accurate product-market fit, it's highly unlikely anyone will take the risk of joining an idea-only enterprise. When you can demonstrate that you know your audience, have tested their willingness to spend money on something specific, and validated your marketing strategy, you will have a much easier time finding someone to join your enterprise. You may even determine that you don't need a partner but instead you just need some employees. Your basic research and business plan are essential first steps before you bring anyone else in. That's how you reduce risk.
