Is it illegal for a company to knowingly induce an entity to break the law?

I'm assuming the answer is 'yes,' but I wonder what the consequences are. For instance, it's illegal for a tobacco company to advertise to youth, but what are the consequences for a tobacco company for encouraging an advertiser less familiar with the law to create a campaign that targets teens? Let's say this encouragement can be proven beyond a doubt - how are the consequences split between the tobacco company and the advertiser?
