Anything is possible, but the question you will need to answer is: Why should they? Proximity is a significant factor for co-founders and there are specific benefits of being able to lean over someone's shoulder that make having a co-founder who is in your presence a far better choice than one who is virtual or very far away. Part of the advantage of being proximate is how you feed each other and expose each other to new thoughts as you develop your company. I urge you to keep it local whenever possible, if you're considering business partners. And I would secondly urge you to see if you can be a solopreneur rather than take on a co-founder before you complicate your business.
