It's difficult to find good programmers in any language anywhere.


Angular 4 was released in March this year, so they'd only have five months to become an expert regardless of location. Not only that but if they need Typescript this is another hurdle. The TIOBE index doesn't list Typescript yet so adoption is low, it will likely be higher in the Angular community but in general it's still very low.

If you look at the TIOBE index you can see the most common languages across the globe, if I was outsourcing anything it would need to be in the top ten.

I am happy to connect you to some developers I know who have built a product for me using Angular and Typscript. They're based in Eastern Europe and not China, but the cost benefits are very similar with the added bonus of high level English skills.

Majority of Chinese developers in China are versed in Java and C++ and ignorant of Angular or most of modern frameworks.

One reason for that might be that Google (main force behind Angular) is not accessible from Mainland China.


Of course there are some developers that educate themselves out of the country standards. I was lucky to work with some of them but this is not the majority.
