There are many options here, depends on what you are looking to achieve.  For example you can do locally targeted display via mobile channels. You can also do hyper local targeted Paid Search (based on where someone is searching from, even down to the neighborhood).  Then there is geo-fencing and use of Beacon technology for near proximity outreach.  Are there specific goals you look to achieve with mobile advertising?

Local businesses use Facebook pages and Facebook in general for keeping their audience updated in effective and inexpensive way, therefore Facebook ads will be a good choice.

Also, I would recommend Google search ads (NOT display), as most users start with exploring in search for something.
