In my experience, the best way to meet a good developer is to go to tech networking events in your area to find somebody in person. is a great place to start finding some, and then at your first event ask the attendees for recommendations regarding other events/Meetup groups. TechStars and WeConnect are good resources as well - they put on events a lot (which can often be found on Meetup, but might be good to just go directly to the source there).
