Options to charge for premium content in app

In our app, we will be showing premium content to the users which will be valid only for an hour. After the hour is finished, they need to pay again to get another hour.

In the first cut, the plan is to release an iOS app only. In Apple world, does this qualify for an in-app purchase? If yes, what are the options to charge the customers? Can Apple Pay be used for this? Can external mechanisms like PayPal be used?

Based on this link from Apple, it looks like Apple Pay can't be used. But I saw a game on App Store selling coins and when trying to purchase, it opened Apple Pay. Does anyone have experience in this area?

This affects the business model and based on the payment method the fee will be different and thus the revenue.

Engaging app idea - makes me more interested in finding out what the premium content is.

Working with Apple in the past, what I would do is give them a call. People, developers as well, can give you a lot of opinions on this based on what they've done in the past, but the most sure way would be to reach out to Apple Pay. You don't want to spend the time developing a particular solution based on someone's opinion just to find out that it will be rejected in the App Store. Apple experts can also give you ideas and alternatives of how to implement this.
