This seems like an easy triangulation problem from 2 different data sources. Since the industry is nebulous, you will need to look at coarse data providers.
a) put together your target company list from d&b data (
b) hire an offshore firm to get your vp of sales contact info for those targets from linkedin + web + corporate research -- expect to pay $0.10 to $0.15 per contact (maybe a little more).
Even a) could be done with offshore and you could have all the work done in <2 weeks for <$400.
One caveat -- these are VP of Sales at a decent-sized companies. They are focused on selling over being sold to and they're busy. Your email is going to have to REALLY speak to them to get any sort of response out of 1000 cold emails. It will be lucky to a break 5% response rate even if it's exceptionally well written and targeted. Your expectation should be that this will take a few weeks of intense emailing (hope you have email marketing automation).
You might want to look at getting warm referrals into a smaller group that may actually respond. Or try sales 2.0 referral email stuff but that will probably take longer than the 2-3 weeks you have available.
