I am currently starting to develop a new project. For this project I need to make short stories kinda like podcasts. I want to make these stories interactive in way that the sound effects make you feel like you were living the experience.
my team right now are all technical and business people. I am not sure exactly as to what type of person should I be looking for to help us create and record the content? would it be an audio specialist? sound engineer? just a creative person? etc Also if you know where I can find these people it would be much appreciated :)

Sapir, the name of the role you're looking for is a Foley Artist. I don't know why the answers you got went off in so many different directions and didn't address your primary concern.
Sapir, you have everything you need in your iPhone or Macbook regarding sound effects. Just get a sound effects software. I mean if you have money to burn hire someone to do this. But you are talking about an audio podcast. "The horse galloped along the brick path." You want that sound effect...add it to the track beneath the voice track. Fade it up, down...halfway up..whatever. Main thing you need are good stories and people who can read them in an intriguing way. Not sure I understand the interactive element, but if it were me I would not pay any thing significant to accomplish this very simple task. It has been a long time since I used editing equipment, but I can tell you 15 years ago what you need was about the easiest thing to do with editing...I can only imagine the options available now.
Paul is correct regarding foley artist and also with these answers going all over the place! You don't specify "Content" If you are referring to sound effects as content...get a software as I said. If you are needing the stories themselves, that is a writer. If someone is going to read them...that all depends the level you are going to take it. You said short stories for a podcast...are they going to be notable actors?..is that part of your marketing efforts? Without the specifics..no one can give you accurate advice on the path to take. The sound effects are simple. With regard to the content, that could also be as simple as getting a nice mic and writing the stories and recording them with the local theatre buff....or it could be as complicated as bringing in top writers and actors and composers.
My advice, having worked in movie development and production for a long time, keep it lean. There is a well known saying in the movie industry "too many cooks in the kitchen." Especially in a creative endeavor where everyone wants to contribute their two cents....know what you want and how to accomplish it without needing a ton of people.

Did you try to contact video bloggers on Youtube for a help with a video podcast? Video bloggers have all necessary skills for creating a video/video podcasts, just search those bloggers who create videos relevant to your niche and ask them to create a video for you, most of them earn money with making videos/video reviews for companies.
