There are no hard and fast answers to this question. And it's kind of backwards. Businesses who haven't figured out how they plan to do their hiring and growth won't get funding. It's not something you wing just because there is money burning a hole in your pocket. Unless of course you are self-funded.
In that case (self-funding), make a plan, test your assumptions, develop your marketing strategy, validate it, and that will tell you what talent you need and what your path to growth will be, long before you spend a dime on people or development. Those companies that fail to plan, plan to fail.
