You need to define "easy". It is never easy. The paperwork is different country by country (and state by state in the USA), but building team, technology and traction is always difficult and why 90% of startups will fail.

It's universally not easy to start a business up. However, Ethiopia, I think, is relatively the easiest country to establish business. The fertile ground is due to the rich labor, yet to be exploited market, abundant resources, and favourable exchange rate.
