First you have to define "best way." Next you have to define "platform." There is an enormous supply of software developers, however until you have your specifications defined, matching with the right individuals or team will be a large challenge. Before you start development, I hope you're doing the pre-work steps of validating your marketing strategy. Marketing should always lead development, as it will save you a ton of effort and money not going down the wrong path.
As many would say, it depends, finding the right people to do the job is always a matter of time Most of the time you'll never know if your project is as important as it should be for the guys working on it, there are lots of developers out there, some good, some bad. Developers are always looking for challenges, with the right team culture and a challenging project you might find great developers, just let them know what they can expect.
Also, been grad doesn't mean much nowadays for developers, you can find great developers that are studying or some that have no B.Sc but they have the right certifications in great technologies and have built amazing apps (I know a few).
