What is the most efficient way to market an app?

We have just launched our app in November and still have only 400 downloads. I am confuse where to start...Fb, twitter or cost per instal.

Our market is college student who would like to for internship program abroad.

Some suggestions - 
1) Add app download link/button (above the fold) on the site (are you really marketing the app, if you dont have a link on your own site?)
2) Consider doing some SEO work
3) Consider creating some free useful content that your target group would find useful, share it via social media, try to build virality into the content
4) Havent seen the app, so am wondering what would encourage regular use of the app (most folks use only a handful of apps regularly, so why should this be one).  In other words, why app?

If you're looking a purely paid opportunities, I'd focus on:

1) Facebook - develop some audiences and lookalikes around users who are college aged, currently attend college. You can target in many ways via FB, but that would be a good first  place. You can then get more precise around interest targeting. 
2) Twitter - same type of targeting - lower app install rates from my experience and higher CPAs. Worthy to test - but start smaller
3) Google - either through display network or Universal App Install campaigns, which show your ad across the Google Search, Display, and YouTube network. You can also designate a CPA you're looking to reach.

Start here first. In my experience, FB has been the best performer from a CPA perspective and LTV. 

It's important to test creative A LOT. You can't just rest on creative creation. You need to make sure your creative matches your targeting audience.

Did you do any market specific Press release to named editors? Any communications to the college students themselves? What is unique about your app: i.e. what does it offer above and over any other in the same market? Have you used communities to inform your target audience? Have you thought about the tutors/professors audience?

You'll need to know your customer/user's LTV. If it is low - cast a wide net and go for larger numbers. If it is high, focus on targeted narrow paid advertising aimed only at your ideal buyer persona. http://www.inmobi.com/user-acquisition/appographic  is a good start , and then balance the CPI with the current rates on  www.Fiksu.com  - they track the seasonal price variation of mobile ads and installs.
