What ways have you found, that make it easier for entrepreneurs to reach VCs?

VC's often say that it is better to reach them through their network, however, entrepreneurs do face some boundaries whether they may be geography, lack of contacts in specific fields, etc.

It is the same way you find a customer - you go to where they are.  This may be conferences, networking events, finding them through connections you already have. Do not be shy about introducing yourself to a VC if you are in proximity.  The worst they can say is "not interesting".

Filter the requests, and let the entrepreneurs know exactly what the VC is looking for and why they are looking for it.

I've found that VC's invariably have "hard limits" on the amount of the investment and the type of investment.  In particular, I've never met a VC in the Hong Kong which invested in seed stage companies or is willing to invest in something under USD 10 million or is willing to invest in an idea.  If you are looking for something like that, you aren't looking for a VC, you are looking for an angel.

So once you filter out who it's pointless to look for, then you start getting some leads that might be useful, and you can do a connection there.

The best way to reach a VC is to see who you know that is connected with them.  LinkedIn and Facebook offer you a "mutual friends" type of view to show who you both know.  Ask for introductions.
