Where and how can I find partners for outsourcing project?

I have a developer office that is located in Eastern Europe that is concentrating on PHP and native mobile development. We have a list of local partners here (even big IT-companies) but want to build own name.

Unfortunately, all projects are under strict NDA and we have no possibility to present them to the mass.

We tried freelance desks, such as Upwork, Freelance, People Per Hour etc, but the rates there are much lower than our local partnership.

What is the best way to build a name in Western Europe and North America for us?

It's a good for you to have a partner in Europe and USA, who present your company and your conveniences.

By the way, there are many ways to build a name in Europe and America, but everyone chooses ones favourite.
