I see you're using Google analytics and some tools from Twitter and Hotjar. You could also add pixels from a programmatic agency. Those will allow you to "follow" people who have visited your site, encouraging them to buy for a few more days. The better of the companies offering these services will have learning algorithms that will optimize your spend and thereby your ROI.
The same companies should be able to offer geo-fencing allowing you to display only on devices in or around Silicon Valley. As well, they'll have sophisticated demographic targeting, so if you know who your most likely customers are you'll be able to target them on nearly any sites they visit - including premium sites like NY Times.
Beyond that, you can build yourself a thought leadership position by publishing to relevant sites, magazines, blogs, etc. And of course, make sure you're name capturing and building strong email campaigns. You can offer special deals during down months then.
