I'd recommend software meetups, entrepreneurial forums, startup networking events.  I'm a tech cofounder myself and I hang out with a lot of like-minded techies.  Hanging out at startup networking events, incubators etc gives you an intro to other founders like you.  And talking to their tech leaders and teams could open doors to their network of like-minded people.

Hello @Simon. There are categories. 1) Co-founders raising funds. They present idea. You should found them in events, on social media sites, at clubs, on blogs...etc. that mean online. While 2) Co-founders with their potential are really  busy with output. They present products/services. The greatest ever delivery at last.
