Because lotteries require regulatory approval in every jurisdiction in which they are played, until you have regulatory approval, no investors will take an interest. States (and countries) are extremely protective of lottery games because they are a significant source of revenue. They dislike permitting new lotteries that aren't benefiting government. You're in the Netherlands, so regulation may be different there, but worldwide lotteries are still very heavily regulated. What has successfully been applied as a non-government business is lottery management tools, but governmental approval is essential regardless of what your idea is.
