We design websites for our franchisees in WordPress.  My advice is to look for a Developer not a Designer.  The difference is huge. Designers mostly rely on plug-ins that are written by some other developer so when something breaks you're faced with hunting down that developer for a fix. By using a developer up-front you avoid much of that hassle.

When looking for web dev help the more you know going in, the better the results at lower cost. 
  1. Is WordPress the best option?
  2. Will you need copy, photography, graphics, etc help?
  3. Would a template work for you?
Knowing things like that will make a huge difference.
