Would any VCs be interested in a manufacturing startup in Africa?

The pre seed VCs we've found are all technology- and geography-focused (CA/NY particularly). Are any VCs interested in other industry sectors and open to opportunities outside the country?

Investment in manufacturing in Africa has steadily increased over the last 10 years and is expected to continue. China is one of the main parties. The one-child policy has shrunk their labor pool and slowly increased labor costs. Reason for them to look elsewhere. Although they will not necessarily look at making startup investments, start up's are expected to indirectly benefit from investments being made.
