The project is operated by Chinese Government Fund - CIC. Total CAPEX budget is 0.5 bln USD, monthly operations cost is 2 mln USD. The project is at the early (startup) stage and basic functions contain project management. Basic functions: - Ensuring that internal and external financing of the project is sufficient. Monitoring daily, weekly and monthly cash flows and ensuring tax optimisation while getting external financing. - Developing annual budget and long term financial model of the company. Performing budget control on weekly and monthly basis. - Monthly reporting to stakeholders in Hong Kong. Explaining any sufficient discrepancies with the approved budget. - Developing business processes based on company activity. Leading risk mitigation processes. - Supervising finance and administrative staff. Total people under direct supervision is 12 people including finance, accounting, tax, IT and administration.
