I did my own animation (http://servicehalo.ca/
) and used a local voice talent (Vancouver). I was in your boat and most of the companies / good freelancers cost upwards of $1000/minute. I also figured that its best if you do the important work yourself i.e. writing the script, creating the storyboard because you know your product better than anyone else. After that you either record your own voice or hire a voice talent. Sound is the most important aspect so money spent on voice over / background music is worth its cost.
The way I looked at it: I can spend 2 days trying to find someone, then spend time explaining them, then pay them, or do it myself in 1.5 days :)
For animation, I used http://www.sparkol.com/home.php (not an affiliate), for quick video edit I used free version of VideoPad (http://www.nchsoftware.com/videopad/index.html)
