PSD of HTML/CSS + Boostrap conversion

FDer's,

Getting amazing UI/UX has turned out to a long haul process where even after finishing up PSD's with amazing design's now to integrate the design into the app(Rails), we tried leveraging a typical html/css conversion company who did not have experience with twitter bootstrap framework. We almost have to rewrite everything in front-end to make this new HTML/CSS work and compromise not able to leverage boostrap throughly. 

Options on our hand:
1. Get a html/css conversion person who has experience with Twitter boostrap + preferably rails? 
2. Hire a Front-End Engineer with exp in Rails who can also do html/css conversions. ?

Please do recommend any offshore companies you have leveraged to get these PSD to html conversions.

Use www.psd2html.com to convert the PSD to HTML/CSS (takes about a week). They have an option where they will integrate to the twitter bootstrap CSS library and will do a variety of JS tasks for you as well. They do an amazing job. 

Out side of that, you'll need to get a ruby/rails person to integrate it into the app. Will you be hosting on heroku? I know a firm called o1branding who can do that work if you would like to talk with them, let me know and i'll get you their contact info.

I throw out The Site Slinger here in Austin but I'm not 100% that they spit out Bootstrap compatible code. They have live chat on during normal business hours so you could check with them sometime tomorrow.

I know of this website http://www.cssilize.com and I have worked with them in the past and they provide amazing conversion services. And they do have experience in Bootstrap.
