Questions I have to ask when hiring engineers?

When I hire a developer online, I get a lot of applications. Of course, most of them have a good cover letter and his previous work which looks good. So I always ask some questions for the developer to answer when applying. I'm curious there are good questions to understand or judge the developer

If you're a small startup owner, and you have to hire a developer for section you don't know well, what questions would you ask?

This is very hard if you're in a non-technical role, as you'd ideally want to test their technical skills and understanding their level. My advice would be to ask someone in a technical role to come up with a good skill test, or trust your gut feeling if you're a good enough people person! Often you can tell immediately if someone knows what they're talking about or not.

Also, one solution that I've done before is to go contract first and if everything goes well transition into full-time. That way you can test each other out first, and you're safeguarded against catastrophe.
