Recommendations for an online Video Animator who won't break the bank?

This is for a product explainer video, similar in nature tohttps://www.groovehq.com/

Script is about 1min and 30 seconds long.
Our budget is $1000-$3000.

We are looking for an animator who can storyboard, create the assets, and perform voice-over (and whatever else it takes to make a clean, professional grade video.)

Try Powtoon. It has a basic animation app that has a limited set of characters, actions, effects, etc that are basically drag n drop. There are also Powtoon consultants who use the professional version to produce customized animations. Pretty cool.

There is a Seattle company https://www.themedragon.com/ has done a reasonable job for us recently. It costed me about $1600 for an extra length video and voice over. They can do turnkey job.

I have used fiverr.com before. It is cheaper but you have to do the project management yourself.

I highly recommend VideoJeeves.com.  They produced a wonderful 3 minute animated product explanation for $1400.  I provided the script and was specific about what I wanted, but they design the whole thing if you'd like.  They give a choice of several different styles (whiteboard, motion graphics, cutout video, etc) and a choice of many voiceover actors.  They were creative, skilled, ontime, and on budget.  I can hardly wait to make another one.

They can do a wide-variety of projects and are very reasonable. You'll be able to start small with Ted and continually go back as you scale up more projects. A really great partner.
